C J George Financial Service Managing director of Geojit PNP Pariba and also EX chairman of Confederation of Indian Industries (Kerala Chapter) is explaining how the current foreign emmigration rule changes will affect Indian economy. The major comments to be noted are,

– Due to difficulties facing in Agricultural and Industrial field, there is much less job options in domestic field. So indeed a majority has to seek foreign jobs.
– In field of nursing, there are very much less oppurtunities inside country, if foreign recruitments get completely stopped – This will lead to an immense financial crisis.
– The agencies are now shifted their recruitment headquarters to Philipines, Sreelanka, Bangladesh, Nepal, Indonesia, Malasyia etc.
– The govt agencies in India has no capabilities to compete with foreign agencies as well as the pathways through which foreign visa is issued.
– Immigrants to European countries will get citizenships, so lesser is the amount sent to home country whereas the job seekers to gulf will sent most of their earnings to invest in India. So we need to promote middle east recruitments.
He put forwards the following amendments to the current rule change.

1. Recruitment agencies can collect fees, but got should make sure they are giving the jobs and the salary as they are notifying in advts.
2. With strict rules, give permissions to recruitment agencies
3. If any agency doesnt give job/doesnt give mentioned salary, their recognition should be taken off as well as collected fees should be given back to the candidate
4. Only allow recognized agencies for recruitment
5. Allow agencies to sent the fees remitted by candidates to concerned countries through banks.
6. Agencies should recieve fees from candidates only through check. No other payment options should be allowed.
7. Give consideration to foreign recruitment firms as a buisiness which yeilds foriegn currency to our country similar to exports industry.
8. Give awards to the firms which recruits maximum candidates from india to abroad.
9. Treat the people who are coming for foreign recruitments to India as national guests.
10. No other foreign country insists recruiters to register in concerned embassy. This rule should be taken back soon.

Central govt has issued an order which will come to effect from April 30 2015 banning all private agencies from recruiting nurses to UAE, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, Jordan, Afghanistan, Malaysia, Indonesia, Syria, Lebanon and Thailand.(includes all Gulf Cooperation Council (GCC) Countries).
It means that Nurses will get an immigration clearance only after they apply through the selected agencies ie ODEPC/Norka (both managed by Govt of Kerala) after April 30. Both the agencies will expand their organization in metro cities outside Kerala. More staff will be appointed to handle applications from across the country, said K.C. Joseph, Kerala’s Minister in charge or Norka.

According to the new rule if a foreign nation needs nurses from India it should first approach the External Affairs Ministry of India. We don’t know how far this decision will go practical?
Kerala government will strengthen facilities at the Overseas Development and Employment Promotion Consultants Limited (ODEPC) and Norka after the Centre chose these agencies to exclusively recruit Indian nurses to Gulf and other countries. Already nurses are recruited to Saudi Arabia through ODEPC(15 – 20 % of total recruitment). They charge Rs. 60000/head for any recruitment through ODEPC. That money is told to be used for nurses welfare.

Delegates from ODEPC and Norka are going to Kuwait soon for holding discussions with Indian Embassy and Kuwait Authorities.

The nurses will be selected after a test and interview conducted by officials from the respective countries. ODEPC and Norka will prepare all facilities for them.

Usually in most of the gulf countries, job vacancies in private hospital will be given contract to a huge agency, who will then give sub contract to small agencies. The money collected form applicants are shared between these two agencies. The hospital authorities either don’t know or keep quiet regarding these money matters. This is what usually happens in Indian recruitment scenario. Eventhough govt can take over all govt job recruitment abroad, we have been not assured about these private hospital nursing jobs abroad. Lets wait and see what happens.

Besides this, all recruitment to other countries especially European countries, Australia, Singapore etc will be carried out by agencies. But in all these countries if you are qualified enough to practice there, you can directly apply online through hospital websites or job agencies.

You can register in ODEPC and Norka Roots through online. Since these two are two separate autonomous agencies, you have to register in both if you want to apply for the upcoming job options.
