Since 2015, Government of India has authorized six agencies owned by different state governments to recruit nurses to 16 ECR Countries (ECR – Emmigration Check Required). But sometimes we also have seen Ministry of Foreign Affairs, Govt of India giving special permission to certain agencies for recruiting to Saudi Arabia (as in January 2016) as well as recruitment to Oman MOH via Gulf Shield Tours and Travels in March 2017. Here we are giving information about Government of India authorized six agencies which are owned by their respective state governments and their current status.
Govt of India authorized recruiters to 16 ECR Countries
The Government of India has restricted since May 2015 the recruitment of nurses through a few designated state-run recruiting agencies and placed nurses under the ‘ECR’ (Emigration Check Required) regime so that emigration clearance through E-Migrate becomes mandatory for them for any employment in any of the 18 ECR countries.
These 16 ECR Countries are Kuwait, Afghanistan, Bahrain, Iraq, Indonesia, Saudi Arabia, Jordan, Libiya, Lebanon, Malaysia, Oman, Qatar, Sudan, Syria, Thailand, the UAE and Yemen.
Note – As all of these agencies are authorized by Govt of India, all indian nurses irrespective of states to which they belong are eligible to apply and to get recruited via these agencies. So its important to know more about these agencies.

Norka Roots – Govt of Kerala
Norka Roots is a Govt of Kerala initiative to recruit nurses and other professionals to Gulf countries. The registration at Norka Roots is free. Last recruitment conducted by Norka Roots was to Oasis Hospital, UAE in the month of March 2017. You can see ongoing recruitment’s here.

3. Overseas Manpower Corporation Limited – OMCL Tamil Nadu
Overseas Manpower Corporation Limited, Tamil Nadu is a govt of Tamil Nadu undertaking to recruit nurses and other manpower to ECR Countries. They also charge a nominal fee for recruitment. OMCL Tamil Nadu has upgraded their website and new nurses recruitment to gulf countries is expected soon. OMCL Tamil Nadu also offers free registration for applying jobs.

4. Overseas Manpower Company Andhra Pradesh Limited
This OMC owned by Govt of Andhra Pradesh. Sadly, there has not been any recruitment for nurses or other professionals from August 2016 (As per website notifications). Candidates who seek registration with OMCAP should possess at least 2 years experience in the relevant post for which he desires to be considered and should hold a valid passport. The candidates without experience also will be registered. They will be provided with guidance and counseling in their relevant field of interest and if required necessary capacity building in them will be done by providing training. The registration will be valid for 2 years. After this it will have to be renewed. Rs. 200 is the registration fee.

Uttar Pradesh Financial Corporation is owned by Govt of Uttar Pradesh. They have offices at Agra, Allahabad, Aligarh, Bareily, Ghaziabad, Gorakhpur, Jhansi, Kanpur, Lucknow, Meerut, Noida and Varanasi. We are not aware of any recruitment of nurses done by this agency. 6. Telangana Overseas Manpower Company – TOMCOM
As in the name, TOMCOM is owned and managed by Govt of Telangana. They also have not done any Nursing Recruitment to GCC countries so far. You can check with their address and website below.

Out of six state government agencies for which Govt of India has granted permission to recruit to 16 GCC countries, we can see that only three of them is functioning. They are Norka Roots and ODEPC (Govt of Kerala Initiative) with OMC Manpower (Govt of Tamil Nadu initiative). But its important to know these agencies as the fraudulent recruitment scams are still on the go. If possible, it is important to register with all of these agencies as we don’t know when they are going to recruit. Atleast registration with Norka Roots, ODEPC and OMC Manpower is mandatory for all Indian nurses who are seeking international job opportunities.
Even though Ministry of External Affairs, Govt of India boasts of decrease in recruitment scams after this rule change for nurses in 2015, the present scenario points out that there are very less number of nurses who are getting recruited to gulf countries when compared to 2014. Also the employers contacting these agencies are offering very less salaries too (especially private hospitals). Kuwait recruitment is still in dilemma.
Hidden Truth – One month back, a major recruiter of a big international recruitment agency was arrested in Kerala on charges of recruitment scam. Our sources tell that when Kuwait MOH officials who comes for recruitment/interview for his firm return to Kuwait, brand new BMW cars along with plenty of cash will be awaiting them. We don’t know when these poverty stricken agencies gifts BMW’s and helps Indian nurses to find their dream job (at-least some job).
